All the insurance premiums are paid by the undergraduate men to fraternity owned entities at rates that provide substantial excess income with which to pay extensive staffs. The entire structure is controlled by the Nationals. The Nationals control the local chapters through mandatory insurance coverage only available to the National which comes from a National owned insurance trust or wholly owned broker. Despite a more than 30 year history of control of the undergraduate chapters, the Fraternal World is taking the position that they cannot control the day-to-day activities of their trademarked dues and insurance paying member organizations and that the risk management code which has been in effect since 1987 is now educational and voluntary.
